There are plenty of spam laws being enacted or considered all over the world. A nice site for learning more about what's still on the table and what's been signed into law is http://www.spamlaws.com/.

This site is divided into several sections; spam laws in Europe, the US, and other countries. There's also additional pages for links, case information, and links to a variety of (what appears to be mostly scholarly) articles about spam. American visitors who are not legal professionals will appreciate the Summary of US Spam Laws at http://www.spamlaws.com/state/summary.html; it provides a plain-English overview of what spam laws have been enacted in what states. Plain but useful.
